Downsizing in Windsor and Essex County

The Windsor and Essex region sits at the southwestern tip of Ontario, along the Detroit River and Lake Erie, with Chatham-Kent just to the east. Downsizing here can mean a condominium in Windsor, a house near the Detroit River in Amherstburg or a smaller home in a Lake Erie town such as Kingsville. What is the Windsor and Essex region?

We group three kinds of place here. Windsor is the city on the Detroit River. Essex County surrounds it, with towns such as Amherstburg, Kingsville, Leamington, LaSalle and Essex. Chatham-Kent is a single-tier municipality to the east that includes Chatham, Wallaceburg, Tilbury, Blenheim, Ridgetown and Dresden. The grouping is ours and is not an official boundary.

The practical differences come from government. Windsor sets its own property tax and runs Transit Windsor. Each Essex County town sets its own tax, and the county provides services above them. Chatham-Kent does everything in one council. That matters when you compare tax bills, ask about senior relief or look up a flood map.

Choose a city: Windsor, Amherstburg or Kingsville

  • Downsizing in Windsor: the main city in the region, with two Windsor Regional Hospital campuses, Transit Windsor and a published tax deferral for low-income seniors.
  • Downsizing in Amherstburg: a Detroit River town with Fort Malden National Historic Site and a bus link to Windsor on Route 605.
  • Downsizing in Kingsville: a Lake Erie town that includes Ruthven and Cottam, with a published tax rebate program for low-income seniors.

Housing for downsizers in Windsor and Essex

Smaller-home options in the region include condominium apartments, townhouses and bungalows. You may also come across life lease and land lease homes. We do not quote prices here because they change quickly and vary by street. The ownership structure matters more than the label. Hospitals in Windsor, Essex County and Chatham-Kent

  • Windsor. Windsor Regional Hospital has a Metropolitan Campus at 1995 Lens Avenue and an Ouellette Campus at 1030 Ouellette Avenue. Hôtel-Dieu Grace Healthcare provides post-acute care, including complex care and rehabilitation, on Prince Road. Windsor Regional describes a plan for a new regional acute care hospital, so ask about the current timeline.
  • Leamington. Erie Shores HealthCare runs a 24-hour emergency department and an intensive care unit.
  • Chatham-Kent. The Chatham-Kent Health Alliance has a Chatham Campus at 80 Grand Avenue West and a Sydenham Campus in Wallaceburg at 325 Margaret Avenue.

Getting around Windsor and Essex County

Transit Windsor serves the city, and Amherstburg's town-run service is a partnership with it on Route 605, which the Town describes as three buses a day, seven days a week. Outside Windsor and that corridor, most households rely on a car. For Chatham-Kent, ask the municipality what bus service reaches the community you are considering. Flood and storm risk in Windsor and Essex County

The region has a long shoreline on the Detroit River, Lake St. Clair and Lake Erie, plus low-lying land drained by creeks and municipal drains. The Essex Region Conservation Authority issues flood messages and keeps an interactive map that includes the regulated-area limit and the 1:100 year flood line. The map is for visual reference only and is not a legal boundary. Essex County and the authority have also published draft shoreline natural hazard mapping for the Detroit River, Lake St. Clair and Lake Erie.

In Chatham-Kent, flood mapping is shared between the municipality and conservation authorities, including the Lower Thames Valley Conservation Authority. Use the Conservation Ontario lookup to confirm which authority covers an address.

Standard home policies typically exclude overland flooding and cover sewer backup only with an add-on. Read flood and storm insurance when downsizing and ask for quotes before you waive conditions.

Local government and property tax in Windsor and Essex

Property tax relief for seniors varies by municipality, so do not assume a rule from one town applies to the next. Windsor publishes a deferral for low-income seniors and persons with disabilities. Kingsville publishes a rebate for low-income seniors receiving the Guaranteed Income Supplement. Chatham-Kent says it offers senior tax relief. Province-wide, the Ontario Senior Homeowners' Property Tax Grant and the Ontario Energy and Property Tax Credit are claimed on your tax return.

Is Windsor part of Essex County?

Windsor sits inside the geographic area of Essex County, but the City of Windsor runs its own property tax, transit and by-laws. The towns around it, such as Amherstburg and Kingsville, are lower-tier municipalities in Essex County. Check which one sets the tax on any address before you compare homes.

Does Chatham-Kent have a county government?

No. Chatham-Kent is a single-tier municipality, so one council provides all local services across Chatham, Wallaceburg, Tilbury, Blenheim, Ridgetown, Dresden and the rural areas between. It publishes property tax relief programs for seniors, so read its current rules before you plan around them.

Which hospital serves a move to the Essex County shoreline?

It depends on the town. Windsor Regional Hospital has two campuses in Windsor, and Erie Shores HealthCare is in Leamington. Amherstburg and Kingsville both point to one or both of them. Check the emergency department you would actually use, and ask about family doctor access, which is a separate question.

Who pays land transfer tax when I sell in this region?
